Chris was born and raised in Fullerton, where he was active in scouting, sports and working at the family lumber yard. His father Cornell came west as a GI during World War II and his mother June’s family had settled in California during the Gold Rush.

At Fullerton High School, Chris was an active volunteer for the 1964 Goldwater for President campaign, played football, worked as a guide at Knott’s Berry Farm’s Haunted Shack and was elected Student Body President.

He attended Occidental College, where he was elected to the Board of Governors, graduating with a BA in Religion in 1972. Later he earned his Teaching Credential and MA in History from Cal State Fullerton.

He taught at St. Joseph School in Placentia, Connelly High School in Anaheim, and for 18 years taught Government and History for the Brea-Olinda Unified School District. Chris was voted “Mr. Brea Teacher-of-the-Year” in 1998.

Before teaching, Norby worked in both the advertising and travel industry. Chris has traveled extensively in East Asia, India, Europe and Latin America, as well as serving as a professional tour guide throughout the U.S. and Canada.

Chris and his wife Martha live in Fullerton with their children. Ana, Gary and Iris are active in youth sports. Alex is a sophomore at USC and an alternate member of the OC Republican Central Committee.

The Norbys attend First Presbyterian Church of Fullerton, where Chris serves as Head Usher. Norby is a member of the Buena Park Rotary Club, Fullerton Elks Lodge and Sons of Norway.

Chris was first elected to the Fullerton City Council in 1984 and served for 18 years, including 3 years as Mayor of Fullerton. He led the repeal of an unpopular utility tax and streamlined city government by contracting out municipal services, including tree trimming and the City Attorney. He worked to preserve and enhance Fullerton’s traditional neighborhoods and downtown.

In 2002 he was elected to the Orange County Board of Supervisors to represent the Fourth District (Anaheim, Fullerton, La Habra, Placentia, Buena Park) and was reelected in 2006 with 72% of the vote.

     
 
Norby and La Habra officials celebrate a $64,000 County grant to refurbish the La Habra Library.   The new voting system has made elections faster and fairer without the snafus hitting other counties.
